Benefits
Sustainable development
If one 2.5MW turbine is installed, it will generate approximately 5.4 GWh of green energy on an annual basis. This is approximately equivalent to the amount of electricity used annually by Bure Prison and a further 900 households, thereby making Bure Prison a sustainable development.
Please note: Planning permission for the Bure Prison development entailed a planning condition (Section 106 Agreement), which requires the Ministry of Justice to actively undertake the investigation of the renewable energy potential of the Bure site.
A wind energy development of this scale is expected to avoid approximately 2,300 tonnes of CO2 emissions per year.
Please note: The environmental benefit figures are based on one 2.5 megawatt turbine, operating with a 25% capacity factor; average household electricity use of 4572.5kWh per annum; and the electricity generated displacing electricity generated from CCGT / average fuel mix - approx. 430gCO2/kWh.
In addition to MoJ making a positive contribution towards the fight against climate change, Partnerships for Renewables will pay rent for the site, bringing in additional income to the ministry.
Green electricity
Any electricity produced at the Bure site is likely to be fed locally into the National Grid. The option of installing a private wire at the site could also be explored later on in the development process.
A private wire would enable Partnerships for Renewables to sell green electricity directly to high-load users of the Bure site.
Please note: Any private wire arrangement would be subject to Partnerships for Renewables winning a tender for the provision of electricity to any high-load users of the Bure site.
Community benefit fund
A market-leading community benefit package will be provided alongside any future development. This will consist of a community fund, which will receive an annual payment at the rate of £2,500 per installed megawatt. If one 2.5MW turbine is constructed, for example, the fund will receive £6,250 on an annual basis for the operational life of the project.
The fund will be administered by representatives of the local community, to be spent in any way that the community sees fit.
A separate community benefit fund consultation will take place later on in the development process.
